Franklin Appointed Deputy Chief of Police

Denise Franklin being sworn in as deputy police chief

The Skokie Police Department and the Village of Skokie are pleased to announce the appointment of Denise Franklin as deputy chief of police.

Franklin, a 20-year veteran of the Skokie Police Department, was sworn in at the Skokie Village Board of Trustees meeting on Monday, November 6, 2023. She began her career with the Skokie Police Department in 2003 as a police officer, rising through the ranks to become patrol sergeant in 2014, supervisor of support services in 2019, and patrol commander in 2021.

“Deputy Chief Franklin brings more than two decades of law enforcement experience to this important role, and has demonstrated a longstanding commitment to strengthening Skokie’s police-community partnership,” said Skokie Police Chief Brian Baker. “There is no doubt that her dedication, skills and experience will further advance the department and our service to the Skokie community.”

As deputy chief of police, Franklin will oversee the department’s Administrative Services Division comprised of the Records Department, Communications Division, Support Services Unit and Professional Standards.

Franklin holds a Master of Science in Law Enforcement and Public Safety Leadership from the University of San Diego and a Bachelor of Arts in General Studies from Eastern Illinois University. She is a graduate of the Northwestern University Center for Public Safety School of Police Staff and Command, and is a member of the department’s Crisis Intervention Team.

With a passion for community service and uplifting others, Deputy Chief Franklin is certified as a juvenile specialist and has served as a youth mentor in the Big Brothers Big Sisters – Bigs in Blue mentoring program. She also serves as a volunteer training candidate with Meals on Wheels.

Franklin fills the vacancy of Deputy Chief of Police Robert Libit, who retired on November 3, 2023.
