The Human Services Division promotes and enhances the independence of at-risk youth, seniors, disadvantaged residents and residents with a disability in the Skokie community through activities, information and referral, programs, counseling, education and coordination of community social services.

Benefits Access Application

Human Services offers appointments for Skokie residents to assist with their Benefits Access Application. Benefit Access Applications are now only available online through the IL Department of Aging. These benefits are now available for two years once you have been approved. The benefits now available are:
  • The Persons with Disabilities ages 16 years or older Free Transit Ride
  • Seniors Free Transit Ride (CTA, PACE, and METRA) 
  • Secretary of State License Plate Discount

To be determined eligible for these benefits, you must submit the Benefits Access Application on the Internet. Paper applications are not available. You must apply online.

Please contact the Human Services Office for any eligibility questions or to schedule an appointment. Volunteers are available to assist with filing these applications.

​S.H.I.P (Senior Health Insurance Program)

The Senior Health Insurance Program is a free statewide health insurance counseling service for Medicare Beneficiaries and their caregivers. Human Services staff and volunteers trained in areas of health insurance coverage and benefits can help residents understand Medicare supplements and coverage. Human Services staff and volunteers also assist with billing problems and may assist residents in filing an appeal on Medicare claims. Appointments for S.H.I.P are available on Mondays or call Human Services at 847-933-8208 for more information. 

Medicare Part D Counseling

Each year, Medicare provides an open enrollment period for beneficiaries to enroll or make changes to their current Part D Plan. Part D Open Enrollment is October 15th- December 7th. 

Using Medicare's online "Plan Finder Tool", Human Services Staff and S.H.I.P volunteers are available to assist in using this tool to interpret various plan benefits to best meet the resident needs. Please check out our calendar for a Medicare Part D Open Enrollment Event.
