How to Contest a Ticket

The Village offers two ways to contest a ticket. The yellow page attached to the back of the ticket (shown to the right) has full instructions. You may contest a ticket within the 21 days of the date of issuance. Grounds for contesting a ticket include:

• The cited vehicle or license plate was stolen at the time the violation notice was issued
• The ticket contains inaccurate information to the extent that the facts fail to establish that the violation occurred
• The person who received the ticket is not the registered owner or lessee of the vehicle on the date of the violation
• Other verifiable information exists which proves that the violation did not occur

Contest a Ticket By Mail

To contest a ticket by mail, submit the yellow form (shown to the right) and a letter explaining the grounds for contesting the ticket. This must be submitted before 21 days from the date the ticket was issued. Include copies of all evidence and mail to:

Drop Off

Drop off the information in the "drop box" located near the west main entrance to Village Hall, 5127 Oakton Street, next to the U.S. Postal Service mailbox, 24 hours a day, seven days a week.

Contest a Ticket in Person - Administrative Hearing

You or your designated representative may request an Administrative Hearing within the 21 days from the date the ticket was issued. You will have the opportunity to present your evidence in person.

• Hearings are generally held on Wednesdays and attendance is by reservation only
• Hearing times are scheduled every half hour beginning at 9 a.m. and ending at 11:30 a.m
• Hearings are held in Skokie Village Hall, Council Chambers (first floor), located at:

Hearing Date Details

• You have a one-time opportunity to change your Administrative Hearing date prior to the date you are scheduled.
• Your written request to change your Administrative Hearing date must be received by the Parking Enforcement office prior to the day of your scheduled hearing.
• Request to change your hearing date must be mailed or delivered to the Village of Skokie, Parking Enforcement Division, Village Hall at:

• If you pay the full amount of the ticket prior to the Administrative Hearing date you do not need to appear. Payment must be received by the Village prior to the Administrative Hearing date.
• If you fail to appear at your scheduled Administrative Hearing and have not paid the balance due on your ticket, a Determination of Liability will be entered against you by the hearing officer. Additional fees will be applied to the balance of ticket to a maximum fine of $250 to $350.

Results of Contesting a Ticket

If you contest your ticket by mail you will receive a letter from the administrative hearing officer within a few weeks giving you the results of the review based on the evidence that you have submitted. If you contested in person, the hearing officer will tell you the decision at the Administrative Hearing. If you are found not liable for the contested ticket it will be closed.

If you are determined to be liable for the ticket either as a result of your written contest or your appearance at the Administrative Hearing but you did not make payment:

• You will receive a letter from the Hearing Officer confirming that you are liable for the ticket and that payment must be made within 35 days. Additional fees may be assessed.
• You have the right to seek a judicial review of the hearing officer's determination through the Circuit Court of Cook County during this 35-day period.
• Failure to make full payment at the due date will result in a Notice of Final Determination being mailed to you and the Village will begin collection activity.
• Accumulation of five or more "Notices of Final Determination" against any one of your vehicles or against any one registered owner of multiple vehicles will make any of the vehicles subject to immobilization (attaching a boot to the wheel of the vehicle).
